Cabo Branco Tourist Complex

 

The Cabo Branco Tourist Complex is a Paraiba State Government Project that allocates 35 lots of land to build the largest planned tourist complex in the Brazilian Northeast. The government of Paraíba, which has important policies designed to attract investment, provides incentives that benefit the acquisition of real estate properties, through the Locational Incentive Program and also taxes incentives for the acquisition of equipment necessary for construction.

TLocated in an area 654 hectares, in a privileged region of the capital of Paraíba, within the urban area and close to several tourist attractions, the complex will have resorts, a water park, entertainment attractions, commerce and service equipment. This eco friendly Tourist Complex is located between Paraíba’s southern coast and the Atlantic Rainforest. It is surrounded by the Parque das Trilhas, with more than 575 hectares, the park is the largest national reserve of native Atlantic Rainforest in any urban area in Brazil. Tourist police battalions and also a Parque das Trilhas conservation unit will be introduced to ensure public safety and environmental protection.

TThe nationally-recognized and awarded Poeta Ronaldo Cunha Lima Convention Center is already installed and operational. The facility has more than 48,000 sqm of built area and the capacity to receive 20,000 people inside of its four main buildings. A standout, the Pedra do Reino Theater, is one of the most modern theaters in Brazil and is capable of receiving up to 3,000 spectators.

TIn October 2020, the Paraíba State Government signed the contracts for the installation of the first three Cabo Branco Tourist Complex enterprises, the Surf World Park, Ocean Palace Eco Beach Resort and Amado Bio & SPA Hotel.

Surf World Park

TDesigned by the well-known Spanish architect José Ignacio Bedia Urbano, this Viavox and Ingeparks’s project will have a resort and several water attractions, such as the largest artificial wave pool in Brazil which is also one of the largest in the world. The pool will be built within 31,000 sqm and 200m diameter. It will generate 24 waves per minute with 5 different levels, up to 2.4m height, total capacity up to 170 surfers simultaneously. The Surf World Park is a luxury standard and five stars enterprise.

Ocean Palace Jampa Eco Beach Resort

TThis is the newest venture of the Potiguar group A. Gaspar and A. G. Hotéis e Turismo.The Ocean Palace Jampa Eco Beach Resort is a luxurious, five-star, all-inclusive, world-class project. The resort will have more than 43,000 sqm of built area and 405 apartments, most of which with ocean view and leisure activities, such as ecological trails and several gastronomic options. The project meets the requirements of the Cabo Branco Tourist Complex for being considered sustainable, integrating nature and using renewable energy in its facilities.

Amado Bio & Spa Hotel

TDesigned by the architects Bruno Ferraz and Augusto Magno, the Amado Bio & Spa Hotel is an investment of a João Pessoa-based company, AXYZ Administradora de Hotéis. Its facility aims to reframe standards and behaviors by integrating elements of the ocean, cliffs, and forest where the Tourist Complex is inserted. The Amado Bio & SPA Hotel will be built in an area of almost 40,000 sqm and its structure will have capacity for 240 units. More than 80 units will be built in the first six months and the remaining over the following year.

TThe Cabo Branco Tourist Complex project has a total of 35 lots: 19 for the hotel sector, 5 for the entertainment sector, 10 for commerce and services, and 1 for the events sector.

The government of Paraíba has an important policy for investment attraction, and grants incentives related to the acquisition of real estate properties, through the Locational Incentive Program; as well as tax incentives for the acquisition of some of the equipment necessary for project implementations. Besides this, the Cabo Branco Tourist Complex has specific laws regarding municipal taxes (ISS), with incentives of around 60%.

Through this Tourist Complex, the State Government is working for Paraíba to stand out not only in cultural tourism, sun and beach, business and events, but also as an example in the eco tourism space.

Why invest in Brazil?

 

Largest economy in Latin America

  • Brazil is the largest economy in Latin America (2021), ranking among the 15 main economies in the world¹;
  • The country has the second best economic climate assessment in Latin America (2021)²;
  • 13th largest economy in the world in 2021, with a nominal GDP of US$ 1.5 trillion³;
  • It was the 4th largest foreign direct investment (FDI) destination in 2019: US$78.6 billion, which is equivalent to 44% of the volume received in Latin America.

  • The Ministry aims to double the number of international tourists by 2030;
  • The tourism sector corresponded, in 2019, to 7.7% of the Brazilian GDP, that is, 596 billion reais (WTTC);
  • More than 96 million arrivals by domestic tourists;

  • The export rate of tourism services in Brazil is 26% higher than the average for Latin America in 2021;
  • Largest hotel and tourism market in Latin America, with 77,072 companies, 537% more than the regional average (2021)¹⁰;
  • According to the Financial Times’ fDi, the average cost of starting a business in the sector, thanks to recent administrative reforms, was $383.00 in 2021¹¹.

Unique natural attractions

  • Brazil has six biomes (Amazon, Caatinga, Cerrado, Atlantic Forest, Pampa and Pantanal), some of which are unique on the planet.
  • Brazil has 336 federal conservation units, with more than 170 million hectares, with 65% of the native vegetation being preserved¹²;
  • The federal government plans to grant these units to investors, realizing their immense tourist potential, currently underutilized in the tourist perspective¹³;
  • For example, federal PAs had only 15,335,272¹⁴ visits in 2019. The US had 327,520,000¹⁵ visits in 2019 for its 419 PAs.

World’s largest concession program

  • From January 2019 to August 2021, 111 privatization projects were completed under the PPI. These initiatives resulted in R$125 billion in grants and will mobilize investments of R$544 billion throughout the execution of the contracts. Considering the 55 projects that may be auctioned by the end of 2021, an additional R$295 billion in investments can be added and at least R$23.3 billion in grants¹⁶;
  • For 2022, 124 federal assets are eligible for concession, with estimated investments of R$ 316 billion, including airport concession¹⁷.

Connectivity and geographical location

  • There are international airports in all state capitals¹⁸;
  • 6th largest civil aviation market in the world in transported passengers, with 102 million passengers in 2019 (IATA)¹⁹;
  • 9th largest domestic commercial aviation market in 2019 (IATA) in annual growth rate (4.5%)²⁰;
  • A founding member of ICAO, Brazil is above the global average in all eight safety and efficiency criteria, proving the state of the art in civil aviation in the country²¹;
  • The country has 3 of the 10 busiest hubs in Latin America (2019)²²;
  • Brazil is in the heart of South America, bordering all countries on the continent, except Chile and Ecuador²³.

Visa Exemption

  • The visa waiver for four strategic countries (the United States, Canada, Australia and Japan) stimulates the tourist flow, creating more business opportunities and strengthening the sector ²⁴.

Opening Airlines to foreign capital

  • The opening to 100% of foreign capital participation in commercial aviation increases competitiveness, attracting new and low cost companies, with better fares for passengers, an increase in the number of routes and cities served by regular air transport, as well as better integration with international routes ²⁵.

Innovation

  • The Ministry of Tourism, in partnership with other bodies, has adopted policies aimed at digitization and promotion of smart destinations, especially through the National Plan for the Internet of Things (IoT), established by the federal government in June 2019²⁶;
  • In addition to the partnership with the Wakalua Innovation Hub to foster startups in the tourism sector. There were 101 tourism startups in 2019²⁷.

Economic freedom

  • The Economic Freedom Act (Law 13,874) reduces red tape in Brazil and facilitates the business environment. The end of permits for establishing low risk companies, the digitization of documents, innovation and strengthening of contractual instruments are some of the benefits presented by this new law²⁸;
  • “Balcão Único” is another measure to facilitate the opening of companies, consisting of a digital one-stop-shop designed by the Special Secretariat for Debureaucratization, Management and Digital Government of the Ministry of Economy in partnership with the National Secretariat of Federal Revenue. With this, we seek to settle the number of procedures and days necessary to open a company in the country, gathering the demands of three governmental spheres in a virtual portal²⁹.

Ibrahim Osta is an international tourism development expert based in Sarajevo with experiences in international trade and investment promotion, youth entrepreneurship and tourism development. He has managed international development projects exceeding $140 million in scope with additional quarter billion dollars in leveraged funds from public, private and international institutions. Currently, he is chief of party of the USAID Developing Sustainable Tourism in Bosnia and Herzegovina.

Earlier he was based in Washington, D.C. as Senior Economic Growth Advisor and Middle East & North Africa Region Director for Chemonics International. Between 2005 and 2017, he served as Chief of party of the $100 million USAID tourism development portfolio in Jordan which helped grow the tourism sector several billion dollars. He has led, advised and supported tourism development activities in various countries such as Nepal, Ukraine, Georgia, Moldova, Timor Leste, Egypt, Tunisia, United Arab Emirates and Lebanon.

Currently, he is member of the United Nations World Tourism Organization (UNWTO) Panel of Experts and served earlier on the Governing Body of United Nations Foundation World Heritage Alliance, where he co-designed the People Protecting Places campaign adopted by UNESCO to conserve World Heritage sites. With a background in finance and economics, Mr. Osta is a regular speaker in international tourism forums and co-led the UN International Year of Sustainable Tourism Global Forum with the World Bank, UNWTO and Government of Jamaica.

He advises on tourism development and economic impact strategies, destination resilience and experience design. He supported formulation of Egypt’s business reform agenda in 1999, the first of its kind since the Gamal Abdel Nasser socialist revolution and led creation of Injaz a youth entrepreneurship organization modeled after the US-based Junior Achievement International, that has now reached over three million children in over 12 Arab countries. In his early career, he was Executive Director of the US-based American Arab Chamber of Commerce.

Mr. Osta holds a degree in Finance and Economics from the University of Michigan, A Masters of Tourism Administration from George Washington University and Postgraduate Diploma in International Business Law from the University of London.

Canal Bay Mussanah

 

Project Concept


The site is located on the coast of Gulf of Oman, the concept is to form an interconnecting canal that will act as a spine running through the site, integrating different zones such as the sports facilities, mixed-use, retail and residential, with one another. Bringing the water in will also help create various activities and opportunities neighboring the canal.

Musandam Adventure Center

 

Project Concept


To develop an leisure and adventure tourism project that targets different demographic segments while considering the various mixed-use developments and services. The project’s goal is to promote the Sultanate as a global adventure tourism destination and to highlight Musandam as the Middle East’s adventure capital. Currently, the first phase of the project is being implemented by constructing a road to the summit of the mountain, along with the Adventure Center and the 1.8 km dual zipline project.
